According to Malcolm Bruce, Chairman of the International Development Committee for the House of Commons, "working with partners can deliver real results," provided that risks are shared appropriately. Bellagio Programs Managing Director Rob Garris says "it's important to have a clear understanding of your own tolerance risk," and advocates for a balanced portfolio that mixes projects with high and low risk, "instead of letting your projects sit at a safest common denominator."
