CNPON was started in 1998 by a number of respected, long-standing NPOs such as China Youth Development Foundation (CYDF), China Association of Science Foundations (CASF), China Charity Federation (CCF), Amity Foundation (AF), China Foundation for Poverty Alleviation (CFPA), and the Social Policy Research Center under Chinese Academy of Social Science (CASS).

The purpose of CNPON is

• To improve the acknowledgment of Chinese NPOs
• To enhance the development of Chinese NPOs
• To enhance the communication and information exchange between Chinese NPOs and the world

CNPON's mission: Providing first-class services to Chinese NPOs to promote the healthy development of civil society in China.

As an independent and non-profit organization, CNPON’s has the primary aims:

• NPOs organizational capacity building and developing training programs (for example: NPO public management, participatory development, accountability series, etc.)
• Building NPO networks for the purpose of coordinating partnerships whereby NPOs willingly seek to share ideas, best practices and learning
• Conducting related research work in the NPO field that promotes and enhances the work of professionals
• Promoting Chinese NPOs, building a platform for their communication and cooperation, and furthering the process of the legislation of NPO in China
• NPO Forum initiated in 2001
